SECTION 8 HOUSING

The Section 8 Housing Program was established for the purpose of assisting low income families. Lancaster County is primarily working with three different programs which are as follows:

1. Section 8 Subsidized Housing Program.

2. Indoor Plumbing/Rehabilitation Loan Program.

3. A Planning Grant for the Nuttsville and Litwalton Area.

Section 8 Subsidized Housing Program

This program has been in existance in the County since the late 1980's. Under this program persons may receive a subsidy to pay all or a portion of their monthly rental cost. The amount received is dependent on the total income of the household.

Income Limits effective December 14, 1995 are as follows:

We currently have 55 families in the County receiving rental assistance under this program. The money to pay the subsidy is allocated by the Department of Housing and Urban Development and administered by the Virginia Housing Development Authority.

Persons who are interested in participating in the program must fill out an application and be placed on a waiting list. Selection of who receives the subsidy is based on "first come, first served" and need.

Indoor Plumbing and Rehabilitation Loan Program

Under this program money is loaned to persons to improve their living conditions by providing indoor plumbing for a home which is in good condition and the money is loaned at a 0% fianance rate. Repayment of the loan is based on the ability of the recepient to make payments with the repayment amount being based on their income. The income limits are the same as those established for the Section 8 Program.

Planning Grant for Nuttsville and Litwalton Area

The grant money which comes from the Department of Housing and Community Development is to be used to develop a plan to improve the living conditions of households in this area through planning for the provision of water, sewer and housing improvements.

Project Activities are:

A. Preliminary Engineering Study and Report on wastewater treatment and for the provision of water to the area.

B. Interface, survey and planning activities to assure the involvement and input of the community and identification of the needs of its citizens.

C. Housing inspections, job descriptions and cost estimates to make a determination of the extent of housing problems and the cost to correct deficiencies.

D. Review to the eligibility, interest and ability to pay to repay the grant amount of individual households applying for assistance.

E. Completion of a draft of the Housing Rehabilitation Program Design.

The Nuttsville/Litwalton Block Grant Committee will hold a public hearing on March 5, 1997 at 6 p.m. in the General District Courtroom in Lancaster, VA to solicit public input on local community development and housing needs in relation to Community Development Block Grant (CDBG) funding for a project in the Nuttsville area of Lancaster County.

Information on the amount of funding available, the requirements on benefits to low and moderate income persons, eligible activities and plan to minimize displacement and provide displacement assistance as necessary will be available. Citizens will also be given the opportunity to comment on Lancaster County's past use of CDBG funds. Interested citizens are urged to attend.
